Very interesting article, because there are many different definitions of blended learning. Some of them, like that of Sloan, focuses on porcentages of face to face and online. The article's definition of blended learning seems precise and practical: A portion of the traditional face to face instruction is replaced by web-based online learning. This is different from face to face courses who uses online resources and activities. Second interesting idea is that of designing courses with learning outcomes in first place, and then defining what part or course goes face to face and what goes online. A good criterion is that most difficult parts go face to face and easy, self paced activities go online. I am actually at charge of a Microeconomics course, and my students see videos with my class presentations online, and then come to class to make exercises. Final remark is that, as the article says, you first focus on learning and second on technology.
This is a link to a video from Clayton Christensen Institute with a very good definition of blended learning.
